Meet the Expert

Barbara English. - President, English Solutions, Inc.

Barbara English is the founder and President of English Solutions Inc. She is an expert in the government contracting arena with more than 36 years of experience in awarding government contracts. She is a proven executive leader in contracting, government procurement policy and federal small business programs. Currently, Barbara consults with and helps small businesses win federal contracts.

She has won her clients over $36.8 Million in federal government contracts over the last several years. Prior to starting her company, Barbara was a Contracting Officer in the Department of Defense and ascended through the ranks on the fast track to become the Defense Contract Management Agency’s Director, Small Business Programs reporting directly to a 2-star General Officer. Prior to retiring in 2007, she received a number of awards and recognition for facilitating, monitoring, and providing insight into activities aimed at increasing the participation of small business concerns.

Barbara serves on several business and civic organizations, as well as conducts seminars on federal contracting topics for several local and national organizations including Go for the Green and the National 8(a) Association. Barbara was recently awarded the 2013 Recipient of Women Impacting Public Policy President’s Award.

Based on the philosophy of Economic Gardening®—to grow existing businesses in a community, region or state—GrowFL, the Florida Economic Gardening Institute at the University of Central Florida, is a critical component to the state’s economic development strategy and Florida’s entrepreneurial ecosystem.
